Stimulus Update: Wisconsin's Spending Plan Includes Few New Jobs

Below is the latest from Wisconsin on how the state plans to spend its stimulus money. The Cash for Clunkers program shows that the real way to stimulate the economy is by properly incentivizing the consumer.
